Opinion: Saving Our Children’s Future Through Literacy

Nearly half of Utah’s third graders are not reading at grade level. By third grade, students begin transitioning from learning to read to reading to learn, making early literacy critical to their success in every subject and later in life.

SB 241 sets a statewide goal for 80% of Utah students to read at grade-level proficiency by the end of third grade by 2030. The legislation focuses on early intervention for struggling readers, greater accountability, and stronger preparation and support for teachers.

The authors explain how individualized reading plans, evidence-based instruction, parental involvement, and additional support can help ensure students develop a strong reading foundation before moving forward.
